Why are my impressions high but clicks low?
Working out which one it is
Open Search Console, the queries tab, last three months. Sort it by impressions. Read the top thirty queries and put one blunt question to each: would this person actually want my page? Often half of them plainly would not. You are ranking for something adjacent, and no title rewrite on earth fixes a relevance mismatch.
Next, add average position to the view. Sitting at position 12 to 25? That is your answer, right there. Positions on page two collect impressions and almost no clicks, and this is by a distance the most common cause of the lot. You do not have a click-through problem. You have a ranking problem wearing a disguise.
If the queries are right and the position is already top five, then it comes down to presentation. It is how you look. Your title and description are losing to the results around them, or an AI Overview is parked above everything and quietly absorbing the click before anyone reaches you.
Fixing each cause
Start with the wrong queries. Reshape the page toward the intent that is genuinely arriving, or build a separate page to catch it. Sometimes those impressions are a gift, quietly revealing real demand you had never once thought to chase, and sometimes they are just plain noise from a term you ought to stop targeting altogether.
Low position. That is straight SEO work. It means depth, internal links, and a closer match to whatever already ranks, because page two to page one is a genuine project, not a title tweak, and anyone who tells you otherwise is selling a shortcut that does not exist.
Weak presentation. Rewrite the title. Make it state the specific benefit or answer rather than parroting the keyword back, put the year in where it genuinely applies, and add structured data so the result can show ratings, prices or FAQs, which makes the listing physically bigger on the page. Compare your title against the four results above you and ask which one a stranger would actually click.
If this is a paid campaign
Same diagnosis, different tools. High impressions with a low click-through in Google Ads usually means broad match is dragging in irrelevant queries. Check the search terms report. Add negatives, and add them aggressively.
On Meta, low click-through with high reach is almost always the creative. Frequency climbing past a few exposures of the same ad will do it too. Change the creative, not the audience. Most advertisers do the exact opposite and then wonder why nothing ever improves.

You are showing up for things people never wanted, ranking too low to be seen, or running a title that gives nobody a reason to click. Those three explain nearly every case. Search Console will tell you which one, in about fifteen minutes flat. The fix is completely different for each of them, so diagnose properly before you rewrite a single word.
It is not a straightforward ranking penalty, and treating it as one pushes people into writing misleading titles. The real problem is simpler than that. Fewer clicks means less traffic, whatever the algorithm chooses to do with the signal.
For informational queries, often yes, because the answer shows up above your listing. That is the reality. Commercial and transactional queries hold up a good deal better, and being cited inside the overview itself is the realistic goal for the informational ones.
