What is Click-Through Rate?
Click-through rate is clicks divided by impressions, shown as a percentage in the Search Console Performance report. If your page was seen 1,000 times and picked up 40 visits, the rate is four percent. Simple arithmetic, frequently misread, because the number means nothing until you know which queries and which positions produced it.

Site level versus query level
Your site wide figure is close to useless on its own, because it blends brand searches, where people already wanted you and click at a much higher rate, with everything else, and two sites with identical non brand performance can report wildly different totals purely because one has more brand demand.
Query level is where decisions get made. Filter Performance to a single query, check the average position for that query, then look at the rate. Now you have something comparable.
Ignore the published tables that claim position one earns some fixed percentage, because those numbers come from other sites in other markets and they do not transfer to yours. Build your own baseline instead. Export twelve months of query data, group the rows by rounded average position, and work out the median rate in each band for your own property. That is your benchmark.
Where teams get this wrong
Comparing pages with different intent. A comparison page and a checkout page will never behave alike, and forcing them into a single target achieves nothing.
Optimising titles for clicks alone is the other trap: you can lift the rate with an overstated title, then watch bounce rise, conversions fall and the ranking slide back inside a month. The title has to describe what the page delivers.
Then there is the position blind spot. A query at average position 18 with a low rate does not have a title problem, it has a ranking problem, and rewriting the title achieves nothing until the page reaches a position where people actually see it. Sort by position first. Anything in the top ten underperforming its band is worth an hour. Anything past fifteen is not.
What this looks like in practice
A Gurugram interiors studio ranked in the top five for ‘modular kitchen Gurgaon’ and got very little from it, because the title read Services followed by the studio name and said nothing about kitchens, nothing about the city and nothing about price.
Rewritten to name the service, the area and a starting band in the description, the same position started producing meaningfully more visits. No ranking change. Just a listing that answered the question in the search box.

There is no universal figure. Build a baseline from your own Search Console export by grouping queries into position bands and taking the median rate in each, then compare pages against your own bands rather than published tables from unrelated sites.
Google has been consistent that it is not used as a direct ranking signal in the way people assume. Treat it as a diagnostic. It tells you whether your listing matches searcher intent, which is worth knowing regardless.
