What is Local Citations?
A local citation is any mention of your business name, address and phone number on another website, whether or not it links back to you. Directories, aggregators, association pages, local news. Google treats a spread of consistent citations as evidence the business exists at that address, which feeds the prominence side of local ranking.

Citations work as corroboration. One listing proves very little on its own, but twenty listings that all agree on the same address and the same number make the entity solid, and solid entities hold their map pack positions far more reliably than newly created ones do.
They split into two types. Structured citations are directory entries with fixed fields, so Justdial, Sulekha, IndiaMART, Zomato, Practo and 99acres all qualify, while unstructured citations are mentions buried inside ordinary content such as a local news piece about your new outlet or a blog rounding up brunch spots in Indiranagar. The second kind is harder to build and usually worth more.
Relevance beats volume every time, which is why a clinic listed properly on Practo and on its state medical association site sits in a stronger position than one blasted across three hundred generic directories.
Where budget gets wasted
Bulk citation packages sold for a few thousand rupees a month are the classic trap, because they produce hundreds of entries on directories nobody has ever visited, roughly half of them carrying a mangled address, and you now own a consistency problem instead of the ranking gain you paid for.
Second mistake: building citations before the profile and the website are clean. Every listing you create copies whatever address you feed it, so fix the canonical NAP first and publish outward from there, or you will be redoing the entire set in six months.
Third, teams build once and never audit. Directory data decays quietly as numbers change, aggregators auto-create duplicates and outlets close. Schedule a review twice a year and check the top twenty sources by hand.
What this looks like in practice
Pick the citation sources your buyers genuinely use, so a property developer in Noida wants MagicBricks, 99acres and Housing alongside the Google profile, a restaurant group wants Zomato, Swiggy and the neighbourhood food blogs, and a clinic wants Practo and Lybrate. Justdial and Sulekha sit under all three, because Indian users still search those directly.
Budget accordingly. Getting eight to twelve genuinely relevant listings exactly right is a far better use of ₹20,000 than any package promising two hundred, and once those are done you go after the local mentions: an RWA newsletter, a market association page, coverage of your launch event.

No. Google can associate an unlinked mention with your business using the name, address and phone together, so a link is a useful bonus that adds authority, but the citation still counts for local corroboration without one.
There is no threshold. Cover the directories and aggregators your category actually uses, get every one of them exactly right, then stop, because adding low-quality listings past that point does nothing useful and risks introducing fresh inconsistencies.
